Local Determination - Dunham Hill and Hapsford Parish Council

On 11 January 2006, the Ethics and Standards Committee received a report under Section 64(2) of the Local Government Act 2000 from an Ethical Standards Officer ( ESO ) in relation to allegations made against Councillors Susan Guest, Susan Hanson and Jane Pitt, members of Dunham Hill and Hapsford Parish Council.

The allegations were that, in relation to the consideration of a planning application by Mr David Woolley to build houses on land at Hapsford Poultry Farm  ("the planning application"), each councillor had:

  • failed to declare a personal interest as required by paragraph 8 of the Code of Conduct
  • failed to declare a prejudicial interest and leave the room as required by paragraph 10(a) of the Code of Conduct
  • sought improperly to influence a decision on the planning application, contrary to paragraph 10(b) of the Code of Conduct
