Police HQ

The Cheshire Constabulary is moving from its present headquarters, providing an important opportunity for the redevelopment of this very prominent and important site.

THE EXISTING BUILDING - The building stands in an exceptional location at the gateway to the City next to Grosvenor Bridge. It overlooks the open racecourse area and, because of its sheer size, is an instantly recognisable landmark.

During its lifetime the building has been subjected to some unsympathetic maintenance which has left it in indifferent condition. The rooftop has acquired a forest of communications antennae which detract from the severe geometry of its original design and the entrance is less than dramatic with its derelict water feature. The original masterplan for the site included a substantial lake to the north of the H/Q building, but this proposal was indefinitely shelved.

Old Port

The Old Port is an important area in Chester for a number of reasons.

- It is a rare opportunity for major redevelopment close to the city centre and has considerable investment potential.

- The area is strategically important for the sustainable development of the city as a whole. It is a substantial parcel of 'brown field' urban land that can be recycled for the future prosperity and economic growth of Chester, without eroding the special environmental qualities of the city and its surrounding countryside.

- The City Council and its partners have, over a number of years, devoted considerable time and resources into the preparation and delivery of the area as a flagship regeneration site where new development will help to reinforce the high standards of environmental quality and activity for which Chester is renowned. To ensure this is achieved, development proposals will not only be expected to protect and enhance the unique townscape, or local distinctiveness, of the Old Port, but also deliver a mix of new uses, including a range of high quality employment generating uses.

- The Old Port is of great importance to the local community. Community aspirations have been built into the Planning Brief and there is an expectation that the regeneration of the area will endeavour to integrate the collective desires of local people.
