Statement of Community Involvement

Community involvement is an important part of the process of preparing the Local Development Framework. It will support and complement the decision making responsibility of the Council.

The aim of a Statement of Community Involvement (SCI) is to ensure that all sections of the public are actively involved throughout the process of preparing any local development document.

The SCI sets out how a Local Authority will involve the local community in the preparation, alteration and continuing review of Development Plan Documents, Supplementary Planning Documents and planning applications.

The soundness of the SCI is examined by an Inspector at an independent examination. 

Until the SCI is adopted, the Council must meet the minimum requirements for consultation as laid down in Regulations.

Chester's SCI

The Council's SCI was written following extensive community and stakeholder consultation, and has taken into account the various comments that were received. Follwoing formal submission to the Secretary of State in July 2006 an Inspector was appointed to consider the representations received and to assess whether or not the submitted SCI was 'sound'.

The Inspector held an independent Examination and his report was received by the Council on 19 October 2006. The Inspector concluded that the SCI was sound and proposed some minor changes. The Inspector's report is binding on the Council.

The Council formally adopted the Statement of Community Involvement in November 2006.

Statement of Consultation (SCI)

This statement sets out the consultation arrangements undertaken by the Council for the development of the draft Statement of Community Involvement (SCI) and the comments received.
