Development Plan Documents

Development Plan Documents will form Chester District's Development Plan and will be the basis upon which all planning decisions are made.

The Council proposes to include the following elements:

  • Core Strategy: will set out the key elements of the planning framework for the area. Comprises a spatial vision and strategic objectives for the area, a spatial strategy, core policies and a monitoring and implementation framework. All of the Council's other Development Plan Documents must be in conformity with this Core Strategy.  
  • Adopted Proposals Map: express geographically the adopted development plan policies on an ordnance survey base map.
  • Development Control Policies DPD: will set out policies against which planning applications will be considered.
  • Chester Inner Urban Area Action Plan: will set out the vision, strategy and objectives for Chester's inner urban core, aimed at improving prosperity and the quality of life and environment for residents, businesses and visitors to the City.
  • West Chester Area Action Plan: will set out the vision, strategy and objectives for the West Chester Area, aimed at improving prosperity and the quality of life and environment for residents, businesses and visitors. It will identify development sites and the timing of release to meet needs.
  • Rural Area/Key Villages Development Plan: will set out the vision, strategy and objectives for the Rural Area, aimed at improving prosperity and the quality of life and environment for residents, businesses and visitors. It will designate environmental constraints.

There are four stages in the preparation of Development Plan Documents:

  • the publication of a Preferred Options paper for consultation,
  • a Submission Draft
  • an Examination by an independent Inspector.
  • Changes may then be made and the Development Plan Document adopted.

Given their importance, Development Plan Documents will be subject to rigorous procedures involving community involvement and formal testing through an independent examination. They will be adopted by the Council after receipt of the Inspector's binding report.
