Property and Project Management

The Property and Project Management service was created in April 2001, it provides a comprehensive property and project development, co-ordination, and management service for the council.

The service comprises some 53 staff spread across three service sections, namely:

Property Management

The purpose and function of this section is to oversee the Corporate Estate in terms of both management and redevelopment. This section is responsible for the Asset Management Plan and the Property Re-investment Programme, in addition it looks after some £110m worth of income generating property including the Town Hall and Chester Markets. This section comprises 25 staff.

We are responsible for managing all the council's land and property interests with an asset value approximately £375m.   

We have a broad remit from outdoor markets, hiring out the Town Hall for functions, to developing new factories and office buildings.

Our work involves City Centre shops, Chester Racecourse (external link), the Livestock Market, Chester City Football Club (external link), and many other interests to generate income for the council.

We also deal with enquiries for the Land Terrier.What is the Land Terrier?

  • District wide plans showing the Council's current ownerships (and past ownerships).
  • It can be inspected by the public and council employees between normal office hours.
  • It does not show other parties ownerships. The land registry at Birkenhead holds details of all land ownership and can be contacted on 0151 473 1106.

Construction Design and Management (CDM)

CDM was established in 1999 as a multi-disciplinary consultancy providing Architectural, Quantity Surveying, Civil & Structural Engineering, Mechanical & Electrical Engineering and Building & Maintenance services to the Council.

The primary role of the consultancy is the provision of integrated professional services in design, construction management and maintenance, embracing all aspects of the built environment. This section comprises 20 staff in 3 teams.   The teams are:

  • Projects
  • Building Services
  • Business Support

Projects Team

The Projects Team was created in 1999. The team comprises 5 staff and provides a cross discipline and all embracing project delivery service helping to deliver the Council's corporate priorities. The team undertakes a broad range of activity associated with project delivery working with a range of stakeholders, agencies, members, other services and the community.

Project Management provides a cross-cutting programme and project management service for the Council, it takes projects through all stages of delivery from conception to completion.

We manage and co-ordinate all aspects of project delivery, current schemes include:

  • Old Port Regeneration
  • Brook Street Regeneration
  • Northgate Arena
  • LODIS
  • River Paths - Including Water In Historic City Centres Partnership
  • Little Roodee Coach Improvements

All of the teams are based in the central office accommodation (based around the Forum) apart from CDM who are based at Hunters Walk.
