What we do

The council has a designated person responsible for Emergency Planning. The person is responsible for:

  • Ensuring that the council's emergency response services are properly developed and maintained
  • Reviewing and maintaining the council's Major Emergency Plans
  • Helping to develop Departmental plans
  • Arranging emergency response training and exercise sessions for staff to test the written emergency plans
  • Arranging regular Emergency Awareness Seminars
  • Provide support to the council's out of hours Emergency Duty Officer Service
  • Monitor a system which ensures a  senior council Officer is available to respond to emergencies at all times.
  • Ensuring that the District Off Site Emergency Centre ( DOSEC) is capable of operation at all times.
  • Representing the council's interests on Local Area and Regional Emergency Planning and Exercise Groups
  • Liaison with emergency services, utilities and volunteer organisations.

The purpose of emergency planning in the council is to provide staff with the plans, procedures and information they will require to enable them to minimise the effects of any major emergency which might effect our community, whilst allowing departments to continue to provide, as far as possible, their usual day to day services.

Emergency Planning is a corporate responsibility.  The council works in partnership with Halton Borough Council and Cheshire County Council, the emergency services and other external organisations to provide the community with the whole range of services required to ensure an effective emergency response.

The council's emergency plans set out the information, procedures and details required to ensure a, flexible and timely response to an emergency in order to mitigate its effects.
