Major Emergency Planning

The council Major Incident Plan implements the requirements of Local Authorities as Category 1 Responders under the provisions of the Civil Contingencies Act 2004

This document sets out the proposed responses of the council and links, where appropriate, with the emergency procedures of other organisations, including other Cheshire District Councils, Cheshire County Council, the Emergency Services and the voluntary sector.

The purpose of the council Major Emergency Plan is to provide a framework for managing the council's response to a major emergency which cannot be dealt with through normal procedures.

The plan outlines the roles and responsibilities of the various directorates within the authority and provides for (if necessary) an emergency management structure.

The plan would be used alongside the plans of other organisations retained by the council.  (A full list of plans are contained in Appendix 3)

The plan is updated on a regular basis and emergency exercises are periodically enacted to test the effectiveness of procedures.

The plan is written in three parts and as such, is seen as a flexible working document that will be reviewed annually to take account of real incidents, training exercises and good practice gleaned through inter-agency working in Cheshire. 

  • Part One (Emergency Response Organisation Structure) is intended to provide an overview of how all organisations, which have a role in emergency response, interact together to provide a multi-agency, co-ordinated response to an emergency.
  • Part Two (Emergency Response Procedures) is intended to provide First Response Officers and Management Team officers who are called to assist the council in an emergency with action guides relating to their potential roles.  
  • Part Three (Appendices) will provide a range of information to support the emergency response including an the Emergency Contacts Directory (Appendix 1).
