Crime Audit

The Crime and Disorder Act 1998 provides the framework for the radical empowerment of local people in the fight against crime and disorder. It gives local authorities, the police and a variety of other key agencies specific responsibilities for the prevention of crime and disorder by creating Community Safety Partnerships.

Within the Chester District a partnership has been formed between :

  • Chester City Council.
  • Cheshire County Council.
  • Chester and Ellesmere Port Division of the Cheshire Constabulary.

Other key agencies involved in the partnership are :

  • Cheshire Police Authority.
  • Cheshire Fire Brigade.
  • Cheshire Probation Service.
  • South Cheshire Health Authority.
  • West Chester Regeneration Board.
  • Chester City Centre Management.
  • Cheshire, Halton and Warrington Racial Equality Council.

The Crime and Disorder Act, 1998 places a statutory duty on Partners to:

Conduct an audit of crime and disorder for the district.

  • Consult the community at large on the results of the audit.
  • Prepare a three year strategy to reduce crime and disorder.
  • Monitor progress and review the strategy.

In order to prepare a Community Safety Strategy the Partners must first conduct a crime and disorder audit. The purpose of the audit is to help set a range of priorities which compliment local policing plans, local authority strategies together with the plans of the youth offending team, drug action team and the probation service. A full review of the existing Community Safety Strategy, together with an analysis of a wide range of information relating to crime, unemployment, housing, education, health and poverty forms the basis of the audit.
