Boards
As part of the modernisation of local government Executive Members have assumed most of the functions of the former committee system. Under this system Chester City Council retains a Planning Board and a Licensing Board to deal with planning decisions and licensing decisions.
We also have an Employment Board to deal with workforce matters and we work with Cheshire County Council on a Local Joint Highways and Transportation Committee.
The Boards' membership reflects the political balance of the City Council.
Planning Board
The Planning Board meets every three weeks to decide whether to approve or refuse important planning applications. It has 13 Councillors who consider whether the applications are in-line with the Council's aspirations for the area as set out in the Local Plan. If members wish to approve an application that is outside Council policy, it has to go to full Council and possibly the Secretary of State for decision. The Planning Board also deals with matters such as the conservation area, listed buildings, tree preservation orders and planning enforcement.
Employment Board
The Employment Board has six Councillors and deals with employmentrelated appeals and other employment matters relating to Chester City Council's own workforce.
Licensing Board
The Licensing Board has seven Councillors. The board deals with taxi, gaming, entertainment, food and miscellaneous licensing and other miscellaneous matters.
The Highways and Transportation Local Joint Committee for Chester
This committee is made up of nine Chester City Councillors and nine Cheshire County Councillors. The committee deals with highway regulations and transport issues. The Chair rotates between the City Council and the County Council.
