Foreword by the Leader of the Council, Councillor Margaret Parker

Councillor Margaret Parker (Conservative) - Mickle Trafford WardThis Corporate Plan sets a new agenda for the Council for the next three years reflecting community and national priorities.

Local Government faces significant challenges over the next few years. Increasing expectations of residents, customers and other stakeholders will place new and different demands. The challenges of limited and reducing resources will remain.

This Council remains committed to achieving excellence in the delivery of high quality, value for money services to Chester’s communities. Whatever the challenges this plan provides direction and guidance on what is important to concentrate on in the future.

While much of what the Council does reflects statutory responsibilities and national policy, there is still considerable scope for local determination, on what we do and how we do it, to reflect and respond to local community priorities.

This plan sets a new direction for the Council so that we concentrate on what the people of Chester say is important.

The Council's Commitments to its residents and partners

We intend to ensure that Chester City Council is best able to:-

  • Be excellent in service delivery to Chester’s communities.
  • Deliver services at the lowest possible cost to stakeholders.
  • Play its role in making Chester a community to value, a good community to live in and a good community to invest in.

The Council’s intentions

In order to ensure we are effective in delivering our commitments we intend:-

  • To have greater political involvement in the strategic direction of the authority.
  • To make financial savings through reduced bureaucracy and economy, efficiency and effectiveness in service delivery.
  • To implement a solid financial foundation for setting a balanced budget, targeting monies towards essential service priorities determined by Chester residents.
  • To focus service delivery on those services for which we are responsible, eliminating duplication of the roles and responsibilities of other organisations.
  • To align the Executive, Scrutiny and Senior Management roles and responsibilities.
  • To create an organisation with flexibility to respond to change and the needs of our customers.
  • To deliver excellent services at the lowest possible cost to the council taxpayer

This plan sets the overall framework for what the Council plans to do and how it plans to do it.

Further details of the services, projects, improvements and changes, and our targets and performance will be reported in the Annual Plan published every summer and the half yearly review published in the autumn.
