Park Home Licensing
Local Authorities have responsibility, not only for issuing planning permission for park home estates (residential mobile homes sites), but also for licensing them to ensure that they meet the conditions set out in the schedule attached to the licence.
Within Chester District there are 6 licensed sites (including a gypsy caravan site), the largest being licensed for 109 mobile homes and the smallest for 4 homes.
The park home estates within the district provide permanent homes for more than 200 Chester households. Many of the caravans are barely recognisable as such, having been clad in a variety of materials brick skirtings; linking into utility services and being surrounded by small gardens. As such they need to be treated as far as possible in the same way as other private sector dwellings.
Notwithstanding this, special conditions pertain to park home estates covering such matters as separation distances; fire fighting provisions and utility provision to name but a few. They are also unique in that all homes on each park are sited on land in a single ownership.
In an effort to recognise their unique position as homes, responsibility for them was transferred to the Health and Safety team.
