Rural Housing
In April 2000, the Government published a Green Paper on housing entitled 'Quality & Choice: a Decent Home for all'. This Green Paper stressed how important it is that local delivery of housing policies is tailored to local circumstances. It recognised that wide variations and diversity within communities exist, and that therefore demand for housing will also vary. In response to this the Government has placed an increased emphasis upon local authorities to under-take a stronger strategic role in housing with the aim of meeting needs across all types of housing and integrating housing policy with wider social, economic and environmental policies.
The Government suggests that any decisions on the provision of new housing should be based upon an assessment of needs and priorities at regional and local levels, through the development of regional and local housing strategies and the local plan. There is wide spread recognition that in many areas there is a need for more affordable housing, and that there is also a recognised need that social and private sector housing should be better integrated to promote sustainable development. Local authorities are therefore expected to regularly carry out assessments of housing needs in their areas.
