Residents Parking Scheme

The Chester Residents Parking Scheme provides on street parking for residents who live in areas near to the City centre which have parking and congestion problems.

The scheme helps to prevent general parking within the designated zones and provides parking for residents with permits, during the operating hours of the scheme.

Anyone not in possession of a Residents Permit is only allowed to park for the relevant waiting period without incurring an excess charge. (Currently £50).

The scheme does not guarantee you a parking space outside your house, but you should be able to park within your own Designated Zone. The Scheme does not enable you to park in any other residents parking zone. There is unrestricted parking outside the hours of operation of the Scheme.

The regulations governing the use of the residents parking bays in Chester are set out in Traffic Regulation Orders. These Orders are made under the Road Traffic Regulation Act 1984.

What is the cost?

The cost of a Permit for this Scheme is currently £60 and it is valid for one year from the 1st April - 31st March. The cost of an Attendance Permit is currently £12 and it is valid for one year from the 1st April - 31st March. Permits issued after April are charged pro-rata for each complete month applied for.

Who is eligible for a resident's permit?

To qualify for a Permit you must:

Permanently reside at an address within the relevant Parking Zone (but you need not necessarily be the property owner.)

And also:

Own or have the use of on a regular basis a car or a car-type van of a similar size. Commercial and Goods Vehicles and Motor Cycles are excluded from the Scheme.

Who is eligible for a Attendance permit?

Residents who live within the parking scheme may apply for a parking permit for family/professionals who visit the resident to provide carer or medical support.

These permits are restricted to residents who do not hold a residents parking permit.

Who is not eligible for a Resident's Permit?

You are not eligible for a Resident's Parking Permit if:

  • You do not fulfil the Resident qualification.
  • You do not fulfil the vehicle qualification.
  • You already have off-street parking facilities within the relevant zone, e.g. a drive or a garage.
  • You are a business occupier who does not live on the premises.

How do I apply for a permit?

By completing an application form obtainable from the Parking Office.

Permits are allocated on the basis of ONE for each unit of self contained accommodation within the area.

If there are more applications than there are spaces available, at the commencement of a zone, the initial allocation is made by the Resident's Parking Panel. Anyone who is not successful will be placed on a reserve list in strict order and will be offered a Permit on a rota basis as they become available.

Any subsequent applicants will be added to the reserve list when the application is received.

If you are allocated a Permit you will be notified and required to pay the appropriate fee. You will then receive a Permit which must be displayed in the windscreen of the relevant vehicle at all times.

What happens when you move?

Permits should be returned to the Parking Services office as soon as you vacate the property. A refund will be payable for the months remaining up to the expiry date. The Permit can then be offered to the next Resident at the top of the reserve list.

Transfer of permit between vehicles

The granting of a Resident's Parking Permit gives you the right to park one vehicle within the Designated Zone. If you own more than on vehicle, only one of them may be parked in the zone during the hours of operation of the scheme.

Renewal of Permit

As a holder of a Parking Permit you have an automatic right to renew subject to the payment of the annual fee, and to complying with the time limits as stated in the letter of invitation to renew.

Disabled Badge Holders

Disabled Badge Holders are permitted to park in Resident's Parking areas without the need to purchase a Parking Permit providing a current badge is displayed in the vehicle.

How is the scheme enforced?

The Designated Zones are patrolled by Council Officers on a number of occasions each day. It is essential that eligible vehicles parked in the zone display the appropriate Parking Permit at all times. If a vehicle is found to be parked in a Designated Zone for more than the relevant waiting period without a current Permit an excess charge currently £50 is payable, non payment could lead to prosecution through the Courts. You should be aware that the Council has no powers to physically remove any vehicle.

Permits for maintenance work on properties

Residents can apply for temporary parking permits to enable contractors who are carrying out maintenance/repairs to residential properties within the scheme, to park vehicles in the area for the duration of their work.
