Excess Charge Notices issued before 8 January 2009

Until Chester City Council implements Civil Parking Enforcement from the 8 January 2009, car parks and resident parking areas will continue to be patrolled by officers to ensure motorists use the parking facilities correctly.  Excess Charge Notices (£50) will be issued for various offences including:

  • Not displaying a valid pay and display ticket
  • Displaying an expired ticket
  • Parking outside a marked bay
  • Parking in a disabled bay without a valid badge/clock
  • Parked without a valid permit

From 8 January 2009, the council takes over responsibility for enforcing parking, loading and waiting restrictions from the Police throughout the whole of the Chester district and enforcement officers will issue Penalty Charge Notices.  They will also continue to enforce the restrictions in the council car parks and resident parking areas.

What to do if you have received an excess charge notice...

Appeals

If you wish to dispute the Notice, then all appeals must be made in writing or via email to the Parking Services Office. Please ensure you include the following:

  • Ticket number (starts with CS)
  • Vehicle registration number
  • Full name and address
  • Any evidence to support yout case (for example a valid pay and display ticket or a copy of a  disabled badge) 

Each appeal is considered on its merits, and although there are guidelines, we do not work to a set criteria.

The first letter appealing against a notice is considered by a member of the parking services support team. Using the guidelines and after taking into account any supporting evidence, they will make a decision to cancel or proceed with the notice. If the driver is not happy with this decision, he/she may appeal again, and this second letter is personally considered by the office manager.

Any third and final appeals are dealt with by the Parking Services Manager.

The appeals procedure does not fall within the Council's complaints policy.

Excess Charge Notices – General Enquiries

I’ve sold the vehicle:

Please write in or e-mail (carparks@chester.gov.uk)  to let us know the following :

  • The date you sold the vehicle
  • The full name and address of the person or Company you have sold the vehicle on to.

I don’t own the vehicle:

Please write in or e-mail (carparks@chester.gov.uk)  to confirm this. If you have received a letter, there will be a form attached for you to complete and return to us in the pre paid envelope provided.

I wasn’t driving the vehicle:

Again please write in or e-mail (carparks@chester.gov.uk)  using the form attached to the letter. Remember you are legally obliged to inform us the full name and address details of the person who was driving the vehicle on the day in question.

I’ve received a letter, but I haven’t had a ticket:

Then please contact the parking office to discuss this further.

Payments

Excess charge notices can be paid in a number of ways:

  • By credit/debit card, please call 01244 402633, Monday to Friday 8.30am to 4.45pm
  • By post, please make cheques and postal order's payable to Chester City Council. Do not send cash by post.
  • In person at the Council Offices, The Forum, Chester - Monday to Friday 8.30am to 4.45pm
