Development Customer Forum
The Development Customer Forum is open to builders, developers, architects and agents, meets four times a year and covers both planning and building control issues.
The meetings take place in the 3rd floor Conference Room in the Forum Offices and are chaired by the Development Co-ordination Manager.

Planning News
Chester District Local Plan now available
The Local Plan and Proposals Maps are also available to view at the 2nd Floor Planning Reception of the Council’s Forum Offices (Mon-Fri 8.30am to 4.45pm), at all Public Libraries throughout the District during normal opening hours. The electronic version is due for release at the end of August 2008.
Copies can also be purchased, the details and price of purchase and postage are set out below:
- The document can be purchased from the Council Offices at a cost of £100 (add £4.50 Postage and Package) Local residents can purchase the Local Plan at a reduced price of £75 (add £4.50 Postage and Packaging) upon proof of residency.
Individual parts of the Plan may also be purchased as follows:
- Plans only £40 (£30 Local Residents) add £2.50 postage and packaging
Please note if ordering a copy of this document that payment is required before any documents can be sent (cheques payable to Chester City Council). Request to purchase a copy of the Local Plan should be sent in writing to:

Energy Performance Certificates
When will Energy Performance Certificates become law?
From 6th April 2008 certificates will be required when newly created dwellings (houses and apartments), buildings modified to form dwelling(s) and commercial buildings (with a floor area over 10,000m²) are built. From 1st October 2008 all new builds will require an EPC and Building Control will not be able to issue a Completion Certificate until it has been provided.
Building Control will not be involved with the preparation and checking of Energy Performance Certificates when properties are let and sold. Trading Standards Officers will be responsible for investigating any complaints and enforcement action.
North West Regional Assembly - Sustainable Development Checklist
"The North West Regional Assembly has produced a Sustainable Development Checklist, (SD Checklist). The SD Checklist, which is promoted by the emerging Draft Regional Spatial Strategy, can be used by both developers and architects to review good practice and demonstrate the sustainability performance of their proposed developments. This free to use web based tool can be accessed at www.sdchecklist-northwest.org.uk (external link).
Prior to outline or full application, a developer can check whether the design meets their own and their client's sustainability requirements. They can reassess the design if required. Strengths and weaknesses relating to regional policy will also be apparent prior to the planning application"
